Wrong there anonymous. staff can't just go somewhere without getting approval from council. if they could they would be going to "conferences" all the time. no, I am sure all trips must be approved first.

Nope. It just has to be in the budget under travel money. Every dept. head does not go to council every time they go to a conference.
